Liberia: Konneh’s Double Ministerial Posts Illegal

The Liberian Senate on Thursday requested President Ellen Johnson-Sirleaf to provide reasons why Finance Minister Amara Konneh is still acting in dual capacities as Minister of Finance and Planning.

Grand Kru County Senator Cletus S. Wortorson told plenary that the dual capacities in which Minister Konneh is acting is an affront to the Liberian people.

According to Senator Wortorson, the Liberian Senate requested President Sirleaf to appoint a Minister of Planning and Economy Affairs, a request the president said she was not prepared to do.

He said it was discouraging to know that the bill which calls for the two ministries to be merged has not been submitted to the Senate; therefore, it is unlawful for Konneh to serve as minister for two public institutions.

Sinoe County Senator Joseph Nagbe told plenary that Minister Amara Konneh’s dual capacities as minister of Finance and Planning was totally illegal as per the Liberian constitution.

Senator Nagbe explained that the Constitution of Liberia does not call for one minister to occupy two ministerial positions while there are others who are competent to serve in such position.

Senator Nagbe said the president’s decision is not in line with good governance, adding that there is no law or records that show the combination of the two ministries.
