Kenya: MPs Want Commission of Inquiry for Baragoi Massacre

A joint committee of Parliamnet wants the government to establish a commission of inquiry to investigate last month’s killing of 42 security officers in Baragoi.

The committee also the destruction of property in Garissa probed and those found culpable be arrested and charged.

The Administration and National Security, Defence and Foreign Relations and that of Justice and Legal Affairs further wants the government to establish a specialised hospital for the police, similar to that of KDF, introduce risk allowance and establish a compensation Fund for all police officers in the National Police Service who are injured or die in the line of duty.

In its report tabled in the House yesterday, the committee further proposes that terms and conditions of service for police officers be improved to put them at par with other security organs.

“The committee noted serious salary disparities between various security organs. The government should put in place deliberate mechanism to rationalize salaries in the security sector and to improve the terms and conditions of service, of police officers,” the

The committee, which investigated the adverse security situation, loss of lives for security personnel and property in Garissa, Eastleigh and Baragoi wants the government to fast track police reforms, including the appointments of the inspector general in addition to senior officials of other security organs.

“The government should adequately fund the National Police Service Commission and the Independent Police Oversight Authority to ensure they optimally perform their mandate,” says the report.

The report, tabled in the House by Wajir West MP Adan Keynan, who is also the chair of the Defence Committee, wants the government to compensate residents of Garissa for the losses they incurred after the incursion by officers of KDF.

The committee wants the government to repatriate illegal immigrants, undertake comprehensive disarmament, relocate injured TFG soldiers at Garissa general hospital and provide assistance
